CareSource Announces Bobby Cagle as New Executive Director of Georgia Child Welfare

CareSource, a nonprofit mission-driven Medicaid plan serving more than 450,000 Georgians, recently announced Bobby Cagle, a nationally recognized expert in child welfare, as the organization’s new Executive Director of Child Welfare in Georgia. Cagle, along with CareSource’s Child Welfare Advisory Board, will continue to establish and expand CareSource initiatives in the child welfare and juvenile justice space and develop programming to prevent at-risk children and families from encountering those systems.

“We are honored to officially welcome Bobby to the Georgia team as our Executive Director of Child Welfare,” said Jason Bearden, CareSource Georgia President. “His passion for helping children in need and decades of experience providing innovative solutions to improve child welfare supports our mission to make a lasting difference in the lives of our members. Bobby and team will continue to focus on improving access to physical and behavioral health, addressing social determinants of health and providing continuity of care for Georgians.”

Cagle previously served as the Director of Georgia’s Division of Family and Children Services (DFACS) from 2014 to 2017 under Governor Nathan Deal. In this role, he oversaw 7,700 employees with an annual budget of $1.6 billion for an agency responsible for child safety and welfare for the entire state. Most recently, Cagle served as the Chief Executive Officer of the Los Angeles County Department of Children and Family Services, the largest child welfare jurisdiction in the U.S., where he designed and effectively implemented programs to serve families and protect children.

In his more than 30 years of experience in the child welfare space, Cagle has also served as a children’s social worker, an adult probation/parole officer, Director of Graham County’s Department of Social Services and Commissioner of the Georgia Department of Early Care and Learning, among other roles.

“As someone who has personal and professional experience in the foster care system, I have a unique perspective when it comes to working with children and their families,” said Cagle. “I am honored to join CareSource to help improve the lives and well-being of Georgia children through a compassionate and understanding approach.”

Cagle will lead a team of seasoned professionals on CareSource Georgia’s Child Welfare Advisory Board, which includes:

  • Emily Acker, President and CEO, Hillside
  • Tanya L. Anderson, Executive Director, Youth Villages
  • Mindy Binderman, CEO, Georgia Early Education Alliance for Ready Students
  • Paul Blough, CEO, Blough Tech
  • Kathy Colbenson, President and CEO, CHRIS180
  • Jeff Graham, Executive Director, Georgia Equality
  • Chad Jones, Vice President, View Point Health

  • Paula Moody, CEO, Families First Inc.

  • Anthony Stover, Youth Development Specialist, Multiagency-Alliance for Children
  • Michael Waller, Executive Director, Georgia Appleseed

Cagle and the CareSource Child Welfare Advisory Board will work to establish needed programs and identify partners to improve health outcomes for members.
