Duke Energy-backed bill with key provision removed heads to Gov. Cooper's desk

The bill allowing utilities to sell securities to cover excessive storm repair costs will now go to Gov. Roy Cooper, who is expected to sign it since the rate-hike proposal is no longer in the legislation.
