“We were looking in March to try to reopen some services that had been shut down, and we found that we just weren't getting applicants,” said Kirk Lewis, executive director of Schenectady ARC. “Our experience, I think, was mirrored in the hospitality industry and almost every other industry that had entry-level jobs.”
